Report Released in Injury at HRP Prisoner Care Facility

The province's Serious Incident Response Team (SiRT) has concluded that no charges should be laid against a Halifax Booking Officer.

Shortly before 9 a.m. on December 1, 2019 an adult male was escorted from a cell of the Prison Care Facility to be checked by EHS for an injury to his finger. While awaiting EHS, the male assaulted the subject officer twice by kicking him. The subject officer placed the male in handcuffs to prevent a further assault and to bring him under control. While being restrained, the male suffered a slight displaced fracture in the shoulder.

The investigation concluded the officer had a duty to bring the male under control and applied reasonable force in self-defence from the male’s actions. Witnesses who observed the interaction confirm the amount of force used to prevent another assault and bring the male under control was justified. Therefore, there are no grounds to consider any charges against the officer in this matter.
