Investigation Results in Charges Against Off-Duty Halifax Regional Police Officer

The province's independent Serious Incident Response Team (SIRT) has laid four charges against a member of the Halifax Regional Police.

Cst. Jeffery LeBlanc will appear in Dartmouth Provincial Court on November 12, 2019 to face charges of uttering threats, improper storage and possession of a firearm dangerous to the public peace. The charges against the officer relate to an incident that occurred in Eastern Passage on October 7, 2019 while he was off-duty.

RCMP and HRP officers attended the Eastern Passage area in response to an incident involving Cst. LeBlanc and a female known to him. After negotiations with the officer, he surrendered to police and was taken into custody. In accordance with the Police Act, the incident was referred to the Serious Incident Response Team, which assumed responsibility for the investigation.

SIRT is responsible for investigating all serious incidents involving police in Nova Scotia.

The team can independently launch an investigation or begin one after a referral from a chief of police, the head of the RCMP in Nova Scotia or the Minister of Justice. It can also investigate after a complaint from the public.

A public report summarizing the results of the investigation must be filed within three months after it is finished.
